October 24, 2024, an officer attempted to stop a vehicle in the 100 block of NW 7th Street for an equipment violation. The driver refused to stop, continuing on until pulling into a parking lot in the 400 block of Grand Avenue. As the driver, Billy Wayne Naylor (37), was pulling into the parking lot, the officer observed Naylor to dump a substance out of the vehicle window. The officer confronted Naylor and removed him from the vehicle, detaining him in the patrol unit. Crumbs of what tested positive for methamphetamine and a torn plastic baggie were found in the driver’s area of the vehicle as well as on the ground outside the vehicle where the suspect dumped the narcotics. Further search of the vehicle revealed a pipe used for smoking narcotics concealed in a cup of what appeared to be a soft drink. All evidence was collected and tested. Naylor was charged with Evading Arrest in a Vehicle, Possession of Controlled Substance, and Tampering with Evidence.
