Man accused of kidnapping a missing Collin County woman allegedly used fake name and lied about being married

The Collin County Sheriff’s Office is asking the public for their help in finding missing 33-year-old, Kayla Kelley.

Kelley was reported missing on Jan. 11, 2023, after friends reported they hadn’t seen her in days. Newly released documents reveal the relationship between Kelley and the suspect, Ocastor Ferguson also known as “Kevin Brown”, who is in custody for her disappearance.

According to the arrest warrant affidavit, Ferguson and Kelley were in a relationship. Kelley’s friends told Collin County deputies she had a boyfriend at the time of her disappearance and she became upset after finding out he was married.

Deputies went to Kelley’s McKinney duplex for a welfare check on Tuesday. Kelley was not home, but her dog was. It was without food or water. Detectives then went through Kelley’s phone records discovering conversations with Ferguson. They later found Ferguson’s Lexus parked near Kelley’s home.

According to court records, “a search warrant was conducted on Ferguson’s vehicle where gloves, duct tape and a blanket were found inside.” Ferguson has admitted to authorities he used a fake name when talking to Kelley but has not disclosed where she could be.

Toll tag records obtained by investigators show Kelley’s vehicle traveling north on the Dallas North Tollway at 1:56 a.m. on Jan. 10 near Eldorado Parkway in Frisco. Later that day around 7 p.m., Kelley’s phone last pinged at Ferguson’s work in the Dallas area.

On Jan. 13 investigators showed up at Ferguson’s workplace and spoke with him. Ferguson “admitted to knowing Kelley, and the last time he saw her was Tuesday, Jan. 10 when she dropped him off for work around noon.” That statement matched the evidence collected from the cell phone records.

Ferguson went on to claim his car was at Kelley’s house because he was hiding it from his wife. He did allow deputies to look through his phone, where they saw text conversations in that Kelley threatened to tell his wife about the affair.

Ferguson’s wife was interviewed. She told detectives she got a text message from an unknown number advising they needed to tell her something. She said she never responded to the text. Police then asked to see her phone and she said it was broken.

Brown has been charged with kidnapping and is in jail with a million-dollar bond. It has also been discovered through public records that Ferguson is not a United States citizen. He is listed as a Jamaican citizen and it is unclear what his current immigration status is.
